Boy in red spotted in the Dept. Store emptying vending machines

A mysterious boy in red clothes has spent the past three days in front of the top floor's vending machines. The only person who recognizes him was a travelling trainer asked after beating the Celadon city Gym, who claimed the boy in red was a loser. His Pokéballs, gym badges, and Pikachu indicate he is a travelling trainer of some sort too.
He seems to have spent already over 20000P in a mix of Lemonade and Fresh Water. When asked about his money, name or anything, he didn't seem to give any spoken response, just a nod.
"Well everyone nowadays spends entire weeks in front of the slots! This kid is doing something different!" - Old man in an unreachable house.
"giv me ur pokeman and I let u live" - Mysterious man in black uniform.
"Wrath!" - Poliwrath.

We already talked about this guy emptying the figurine machines, but it seems the vending machines on the lower floor have found a challenger too!
