Tap Oak Trees
By far the best method for getting more Oak Resin in Stardew Valley is to tap Oak Trees. You should have many Oak Trees on your farm at the beginning of the game, and you can always plant more seeds if you need to, though they'll take quite a long time to grow.
To create a Tapper, you'll need to be Foraging Level 3 and have 40 Wood and 2 Copper Bars.
Once you get one, all you'll need to do it attach it to an Oak Tree and wait. Over time, you'll get a full bottle of Oak Resin. A Normal Tapper will take a little over a week to complete the process, while a heavy Tapper only takes three days.
Wood Chipper
Another possible, yet far less reliable, way to get Oak Resin is to use a Wood Chipper. With each piece of Hardwood processed, you have a 0.66% chance to receive Oak Resin instead. This is a pretty low drop chance, but it's still a way to get Oak Resin in a pinch.
Haunted Skulls
The last known way to get Oak Resin is to fight Haunted Skulls, which reside in the Mines and Skull Caverns. Killing a Haunted Skull gives you a 1.3% chance of receiving some Oak Resin; while this still isn't a high drop rate, it's still better than using the Wood Chipper.

As we mentioned, the best way to get Oak Resin is to tap Oak Trees on and around your farm. You can get a lot of Oak Resin consistently and reliably this way.
